Instructions for Requesting Information and Public Records

Instructions for Requesting Information and Public Records

  1. Requests for records should be submitted in writing. Written requests may be delivered by mail, fax, email, or in person.
  2. Please describe the records you are requesting as clearly and specifically as possible. The Freedom of Information Act allows the public to inspect or obtain copies of records, but it does not require a public body to answer questions.
  3. Indicate whether you would like to receive copies of the records or if you prefer to review the records in person. Both options are available.
  4. For standard black-and-white copies (letter or legal size), the first 50 pages are provided at no cost unless otherwise required by law. Additional pages are charged at $0.15 per page. Color copies or oversized documents will be charged at the actual cost of reproduction.
  5. You may request a waiver of copying fees. To do so, include a statement such as: “I request a waiver of all fees associated with this request.” Your request must also include an explanation of how the information requested is in the public interest and not solely for personal benefit.
  6. Please include your name, preferred phone number, mailing address, and, if available, your email address so we can respond to your request.

Procedure for Requesting Information Related to the 2012 Amendment to 5 ILCS 120/7.3

Public Act 097-0609 amended the Illinois Open Meetings Act by adding Section 7.3, which requires certain information related to employee compensation and benefits to be made available to the public.

Under this law, employers participating in the Illinois Municipal Retirement Fund (IMRF) must post the total compensation package for any employee whose annual compensation exceeds $75,000. This information must be posted within six (6) business days after the employer approves its budget.

In addition, if an employer intends to approve a total compensation package of $150,000 or more per year, the proposed compensation must be posted at least six (6) days prior to approval.

If the employer maintains a website, the information must be posted online or the website must provide directions on how to access the information at the employer’s principal office. If no website is maintained, the information must be posted at the employer’s main office.

For the purposes of this requirement, a total compensation package may include salary, health insurance, housing allowance, vehicle allowance, clothing allowance, bonuses, loans, vacation days granted, and sick days granted.

Members of the public may request a listing of employees who meet the requirements of Public Act 097-0609 using any of the following methods:
